Consequent to the structural reforms initiated, almost entirely due to domestic compulsions, the sector is undergoing a wave of privatisation and is also more open to foreign investments. The change over to a Republic and consequent changes in the educational system meant that the country has ended up with a large pool of both scientists and engineers. Capitalising on this important human resource, the policy makers have initiated serious efforts towards crafting a national system of innovation for the country, especially since 2001. This paper undertakes a detailed review of the efforts that are being made to create this system of innovation, and identifies the gaps in terms of policy instruments and institutions that are still required. The study concludes with a number of policy conclusions, the implementation of which will support the efforts that are being mounted by various agencies of the government.
