The funding formula and the way the programs are launched undermine the ability of leading research universities to be leading players in the international fields that is, of course, not dominated by European Union research priorities. The only way to make the program successful is, indeed, to make it universal, which is out of the question. More specifically, we have taken note of a number of points which are worth taking stock of at the end of this long essay. They do not quite reveal the impact of the argument, but some preliminary statements may well be formulated on the basis thereof.
